POCB Registration Process

The Philippine Overseas Construction Board (POCB), through the POCIS platform, provides a structured registration process for Philippine construction contractors and consultants seeking to participate in overseas projects. Registration ensures that firms meet the required legal, technical, and financial standards aligned with national policies and international best practices.

1. Review Requirements

Prospective applicants are advised to carefully review the registration requirements prior to application.

Applicants must:

  • Download and review the Registration Application Checklist
  • Download and accomplish the Registration Application Form
  • Confirm eligibility based on firm classification and intended overseas activities

All required forms and checklists are available through the official portal.

2. Prepare Documents

Applicants must gather and prepare all required supporting documents as specified in the checklist, which may include:

  • Corporate and legal documents
  • Technical credentials and project experience
  • Financial statements and capacity documents
  • Professional licenses and certifications

All submissions must be complete, accurate, and up to date to avoid processing delays.

3. Online / Onsite Submission

Completed applications may be submitted through:

  • The CIAP / PCAB online portal, or
  • Onsite submission channels, as may be applicable

Submission channels and instructions are provided via the official CIAP and Construction Industry platforms.

4. Evaluation and Clarifications

Upon submission, POCB conducts a comprehensive evaluation of the application.

During this stage:

  • Documents are reviewed for compliance and completeness
  • Clarifications or additional information may be requested
  • Applicants may be contacted for follow-up submissions

Timely response to clarification requests is encouraged to facilitate processing.

5. Approval and Issuance of Registration

Once the application is approved:

  • The firm is officially included in the POCB-Registered Contractors or Consultants Registry
  • A Registration Certificate may be issued, subject to applicable rules
  • The firm becomes eligible to participate in overseas construction initiatives supported or recognized by POCB

6. Post-Registration Compliance

Registered firms are required to maintain compliance by:

  • Submitting periodic reports, when required
  • Renewing registration within prescribed periods
  • Updating corporate, technical, or financial records as necessary
