PH–UAE Comprehensive Economic Partnership Agreement (CEPA)
The PH–UAE Comprehensive Economic
Partnership Agreement (CEPA) is a strategic bilateral framework that
strengthens economic ties between the Philippines and the United
Arab Emirates, with a strong emphasis on trade facilitation,
investment promotion, and sectoral cooperation. For the Philippine
Overseas Construction Board (POCB), CEPA represents a significant
platform for advancing the global competitiveness and international
participation of Philippine construction, engineering, and allied
(CAE) firms.
Under CEPA, Philippine contractors
and service providers are better positioned to access UAE-led
infrastructure and development projects through improved market
access, clearer regulatory pathways, and enhanced investment
protections. The agreement supports the mobility of professionals,
encourages joint ventures and strategic partnerships, and promotes
the exchange of technical expertise and best practices—key enablers

agreements, Philippine contractors and service providers gain
structured pathways to participate in foreign infrastructure and
development projects. These frameworks promote cooperation in areas
