Registration of Overseas Filipino Construction and Consultancy Firms
- For PCAB Licensed Contractor:
- as a General Construction Contractor — must be PCAB Category “AA” or higher; with classifications of General Engineering (GE) and/or General Building (GB); and with at least one (1) general engineering / building-project costing not less than PHP10M successfully completed during the immediate five (5) years.
- as a Specialty Contractor - must be with PCAB Category “A” or higher; with classification relevant to the specialization being applied for; and with at least one (1) project falling within its field/s of specialization costing not less than PHP5M successfully completed during the immediate five (5) years.
- For Specialized Consultancy Group — may or may not have a PCAB License;
- Must have at least three (3) permanently employed staff with appropriate degrees and professional training along the line of consultancy services offered by the company and with aggregate experience of twenty-five (25) man-years. One of the staff must have been actively engaged in the practice of his profession for at least ten (10) years;
- Must have at least five (5) years of continuous actual operation as a specialized consultant, counted from the date of the firm’s earliest contract; Successfully completed at least one (1) consultancy project costing not less than PHP1M during the immediate past five (5) years.
For PCAB-Licensed Contractor (General Construction Contractor or Specialty Contractor):
- Duly accomplished application form as prescribed by POCB, sworn to before a Notary Public.
- Duly accomplished Form for Overseas Project Information.
- Printed/scanned copy of a valid PCAB license.
For Specialized Consultancy Groups not registered with PCAB:
- Duly accomplished application form as prescribed by POCB, sworn to before a Notary Public.
- Duly accomplished Form for Overseas Project Information.
- Duly accomplished biodata of technical personnel.
- Latest SEC General Information Sheet.
- Brief company profile or history.
Step 1: Submit the duly accomplished application form as prescribed by POCB together with the required supporting documents (online or over-the-counter).
Step 2: Undergo evaluation and secure Board approval.
Step 3: Pay the prescribed registration fee.
Step 4: Claim the Certificate of Registration.
- For New Registration: PHP 20,000.00
- For Renewal: PHP 10,000.00
- Penalties for late payment or renewal: PHP 5,000.00
- Construction contractors are required to secure a Project Authorization from the POCB before bidding or negotiating for an overseas project. This authorization shall apply only to the specific project for which it was issued and to no other.
- The board shall not require prior authorization for undertaking local construction projects and consultancy projects (local and overseas).
